What is the message? Is this a memorial? a symbol of something? I would like to know more. I really like it.

You know as much as I do. I couldn’t find a marquee or description anywhere around it. Guessing the Japanese community in San Francisco in honor of people who were rounded up during WWII and put in camps because they had the wrong last name.
