In order that they might rule their realm effectively, Queen Pirouette and her husband King GarGar utilized a simple formula. The King would deal with all matters secular. The Queen, as Governor of the Church of Catopia, would manage all matters temporal. There were still many duties that they chose to share, such as greeting ambassadors, opening Parliament, and attending various functions throughout the Kingdom in order to show themselves to their subjects. Both GarGar and Pirouette understood perfectly that they reigned under the suffrage of the people.
